From the City of Sheldon:

The City of Sheldon Water Department will be flushing water mains September 11th and 12th.  The City of Sheldon will be doing this from 11 p.m. to 7 a.m.   There will be discoloration in the  water during and after the flushing process.   Try to limit the use of water during this time and  use caution doing laundry as well.

Due to the City of Sheldon Oak Street construction, please enter the parking lot for the Sanford Sheldon Clinic from 7th Avenue, and turn east onto Oak Street, and enter the emergency room entrance driveway. You will need to drive through the parking lot to enter the clinic parking lot.  Please proceed with caution as many vehicles will be entering and exiting the same entrance.

From Sibley-Ocheyedan Community Schools:

Sibley-Ocheyedan CSD has a Pantry and BackPack Program again this school year.  Information will be kept confidential and there is no financial qualification required.  Please fill out the Google forms included in this email if you are interested in one or both of these programs. 

The Food Bank of Iowa’s BackPack Program™ is designed to increase access to easy-to-prepare, single servings of food
to school-aged children on weekends when school breakfast and lunch is not offered. The Food Bank of Iowa and
Sibley-Ocheyedan CSD would like to invite your child to participate in this exciting program!

Here’s how it works:

1. Every Friday, your child will receive a sack filled with kid-friendly foods.
2. There is no fee for participating in the program. Families are only asked to provide feedback on the program by filling out annual surveys sent home with their child.
3. The program operates during the 2024-2025 school year.

Note: Peanut Butter and other products containing food allergens may be included. If your child has food allergies, it is his/her responsibility to avoid eating those food items.

We have a program at Sibley-Ocheyedan CSD that helps support families in need of groceries. We receive food from donations and the Iowa Food Bank. This is meant to supplement the Back Pack program. The school will contact you with pickup times.  A different time can be arranged if needed. We will send you home with a large box of miscellaneous grocery items.

The Disaster Recovery Center in Sheldon may be closed, but  people may continue to register for FEMA and/or SBA assistance.

 The last few weeks have been busy – as of this morning, there have been 756 total FEMA “valid registrations for assistance” in O’Brien County. There were 420 applications as of July 5th and 523 as of August 23rd. The total dollars distributed may not be known for a while. The count for Sheldon is not currently available.

Final date to apply for FEMA IA or SBA assistance:  October 22, 2024

 If someone appeals a FEMA decision on eligibility for assistance, it may take up to 30 to 90 days for FEMA to review the appeal letter and supporting documentation.

From Dordt University:

Approximately 100 additional parking spots have been added to Dordt’s campus for residential student parking, many of which are located in Lot 16. Lot 2B, located near the Squares Apartments, will now serve as guest
and Recreation Center parking, to accommodate the parking spots lost to construction between the B.J. Haan Auditorium and Kuyper Apartments.

From Sheldon Athletic Director Eric Maassen:

We will be cancelling the Sheldon XC Meet this fall.  The reasoning is the golf course is planning on reseeding from this summer’s flooding in September.

From Oak Grove National Park and Park Ranger Sandy Ford:

We are going to run the Oak Grove Trick or Treat Hike as normal in Deer Run Campground. 

Since our original post, we have been informed that we can expect to need Turkey Ridge Campground for flood victims, but we are not likely to need Deer Run Campground. Therefore, sign up for campsites will start at 8am Sept 3 by calling 712-552-1047 and the event will be in Deer Run Campground (with the Prairie Woods Nature Center being open) on Oct 12th.

 Camping at Deer Run Campground remains open first come, first served for every weekend except trick or treat hike (Oct 11/12). Turkey Ridge Campground remains reserved for flood victims

Iowa Flood Recovery Update:

State and FEMA disaster assistance is available for homeowners and renters affected by tornadoes, severe storms and flooding in 28 Iowa counties.

The counties are Adair, Adams, Buena Vista, Cedar, Cherokee, Clarke, Clay, Dickinson, Emmet, Harrison, Humboldt, Jasper, Lyon, Mills, Monona, Montgomery, O’Brien, Osceola, Palo Alto, Plymouth, Polk, Pottawattamie, Ringgold, Shelby, Sioux, Story, Union and Woodbury.

Key Messages

1. The application deadline for FEMA Disaster Assistance has been extended to October 22, 2024 for counties impacted by the Flood Event (4796) disaster which covers flood related damages from June 16 – July 23, 2024. Counties under the declaration are Buena Vista, Cherokee, Clay, Dickinson, Emmet, Humboldt, Lyon, Monona, O’Brien, Osceola, Palo Alto, Plymouth, Pottawattamie, Sioux and Woodbury.

2. More than 6,200 Iowa households have been approved for Individual Assistance for nearly $60 million in disaster assistance.

3. FEMA’s National Flood Insurance Program has paid more than $7.2 million in claims for about 200 Iowa policyholders.

4. The State of Iowa has a temporary housing program. The state’s Disaster Recovery Temporary Housing Program (DRTHP) is available in eligible counties. Residents can apply online or by calling 1-833-307-6030. The Call Center is open daily from 7 a.m.– 8 p.m.

FEMA Disaster Recovery Centers (DRCs) in Iowa

All 13 DRCs are open Monday-through-Saturday from 8 a.m. to 6 p.m. and closed on Sundays.

Update on the West Lyon construction and parking plan:

If you have driven by the school this summer you know it’s been a busy place, as we near the end of the  summer construction period, we’re making plans to help improve parking here. 

All marching band members and athletic practice participants are being asked to park on the parking lot that sits directly south of the football field and track.  Please know that construction is continuing and construction vehicles will be traveling in and out of the north side of our building, so please drive respectfully to that parking area.

The Community Foundation of Lyon County has activated the Disaster Recovery Fund to support recovery efforts for those impacted by the flooding in Lyon County. Donations are now being accepted. The Disaster Recovery Fund aims to provide financial resources to address short, intermediate, and long-term recovery needs in the Lyon County area. The fund will support local organizations and non-profits that are directly assisting individuals and families affected by the flooding. Contributions to the Disaster Recovery Fund can be made online at www.siouxlandcommunityfoundation.org/affiliate/community-foundation-of-lyon-count, delivered to any Peoples’ Bank location, or mailed to the Community Foundation of Lyon County c/o Siouxland Community Foundation, 4425 Singing Hills Blvd. STE 100, Sioux City, IA, 51106. The Community Foundation of Lyon County is an affiliate fund of the Siouxland Community Foundation. Community Donations will enable non-proft 501 (c)(3) organizations and public agencies (including local city or county government units, and faith-based organizations) that meet grant criteria to apply for grants to support relief and recovery efforts. Applications will be accepted and processed on a rolling basis until further notice. Grants will be awarded based on available resources. The Iowa Veterans of Foreign Wars has a disaster relief fund available to veterans directly impacted by the severe weather and flooding. This fund is provided by the National VFW and distributed by the Department of Iowa. It is open to all veterans and veteran’s organizations here in Iowa. Flood Recovery Volunteer Tracking for the City of Sheldon:

In all Federally declared disasters, the Federal Emergency Management Agency (FEMA) can reimburse local and state governments for the cost of disaster recovery through a cost-share agreement.

 

Volunteer hours help communities recover in two ways:

 

     Volunteer work is essential to helping the community recover physically, emotionally, and spiritually.

       Volunteer hours have a dollar amount attached to them by the Federal government to aid communities in recovering the cost of relief efforts.

 

Volunteer hours must be documented in an auditable way for hours to count towards the cost-share.

 

Tracking volunteer hours is simple. You will need to document:

 

·         Volunteer’s Namefirst and last

·         Location of Volunteer Workthe specific address of the service site

·         Hours Workeda sign-in time and a sign-out time

·         Type of Worka brief description, i.e.:

o   “Donations Management” for loading, unloading and sorting donations

o   “Shelter Management” for assisting shelter residents or staff

o   “Mass Feeding” for cooking or serving food to shelter residents or volunteers

o   “Debris Removal” for clearing debris, cleaning up yards, and clearing streets.

 

It is also beneficial to note if the volunteer used any equipment, since some types of equipment, such as chainsaws or generators, also have reimbursable dollar amounts attached.

 

The easiest way to document volunteer hours is to use a sign-in sheet at a central volunteer check-in location.

 

It is a good idea to have volunteers fill out an intake and waiver prior to service. This should not deter volunteerism! Most volunteers will willingly fill out a short form.  The benefit of using an intake and waiver system is two-fold:

 

1)      The intake helps FEMA confirm the volunteer as a unique individual in the event of an audit, and

2)      The waiver helps protect your agency from possible liability in the event of injury or damage caused in the course of volunteer activities.

 

Be aware, the more information you can gather about your volunteers, the more likely your data will stand the test of audit.  The less you have, the less likely your data will lead to reimbursement. Please try to use intake forms and waivers whenever possible.  See the attached intake and waiver for an example of forms that have been used in the past.

 

Once the system is in place, it is easy to maintain with just a couple of volunteers to assist with the paperwork.

 

A spreadsheet can be used to help track the information you are collecting in your physical forms. Using a spreadsheet can help you ensure you are not duplicating intakes or missing waivers.  However, while a database is useful to help calculate volunteer hours for your own organization’s purposes, it is not absolutely necessary for the FEMA cost-share reimbursement.

 

 

 

Reformation Gospel Ministries has postponed the Evangelism Training Seminar at the Heritage Reformed Congregation in Hull, due to the flooding in NW Iowa and the cleanup efforts that are being pursued at this time. We are looking at holding it in either September or October. Will inform you as soon as possible of the new date – the location will remain the same, just different dates for the seminar.
